Project description
and objectives: The EBRD is considering a €25 million loan to the City of Belgrade for the financing of modernisation of a metropolitan-wide suburban rail transit system for greater Belgrade, as part of the overall City Transport Development Strategy. The suburban rail system will involve the transformation of the existing suburban passenger rail operator, Beovoz, owned by Serbian Railways (SR), into a Joint Venture (JV) TOC (train operating company) to be majority controlled by the City of Belgrade, in line with sector best practice. The project is to be co-financed with other banks.
Transition impact: The Project's transition impact will result from the following:
Commercialisation of Public Transport Services;
Performance contracting;
Monetisation of Carbon Reductions;
Providing a strong demonstration effect.
The client: City of Belgrade.
EBRD finance: EBRD will provide a loan of €25 million. The project will be co-financed with a loan of €25 million by other banks.
Total project cost: €88.5 million.
Environmental impact: Screened B (2008). The project aims at helping the City of Belgrade to develop sustainable urban transport systems and is likely to result in environmental and social benefits and limited adverse impacts. Such impacts will need to be identified and assessed through environmental and social due diligence that will involve a review of the environmental and social performance of the existing operations and facilities, a review of the Client's capacity to manage environmental and social issues arising within the project, and an analysis of the environmental and social issues associated with the project investments. The Project Summary Document will be updated after the completion of the environmental and social due diligence, prior to Final Review.
The Bank has prepared a detailed estimate of the CO2 reductions in tonnes as a result of this project. Over a 10 year period, the project would result in an overall reduction of 312 thousand tonnes of CO2, which has an approximate value of EUR 6.2 million of potential benefits to the projects in the carbon trading market. The Bank will work to further develop these estimates.
Technical
cooperation: A total of €1.05 million of TC assistance will be provided to the City, including:
Technical Structuring for new suburban rail service JV (€180,000 – to be financed by an international donor);
Technical Due Diligence and Environmental Due Diligence (€56,540 in total – financed from the Bank’s own resources);
Procurement, Implementation Support and Contract Supervision (€750,000 – to be financed by an international donor);
Carbon credit monetisation (€75,000 – to be financed by an international donor);
Lender’s Technical Monitor (€150,000 – to be financed by the loan).
