Tek sam počeo da čitam dokumenat i odmah zapazio da je Srbija, što se prakse tiče, zemlja ispred vremena. Nisam još siguran za koga tačno ovi pametni ljudi čine ovakve analize i prave scenarije: da li za pobunjenike koji su već na ulicama, da li za neke zamišljene političare koje bi sve to trebalo da se tiče...? Možda neko ima još neku ideju.

Organized crime in the Western Balkans is adaptive, complex and increasingly transnational. While law enforcement and policymakers address today’s challenges, criminal actors are already preparing for tomorrow’s opportunities. This report applies strategic foresight to explore how criminal dynamics in the region might evolve by 2035.
Among the scenarios:
  • ‘Criminal states’ examines how state-embedded criminal actors and foreign networks could cement control over key sectors, leading to hybrid criminalized governance structures.
  • ‘Fortress Europe’ explores how migration dynamics, labour exploitation and counterfeit document markets could reshape the region’s illicit economy.
  • ‘Breaking Bad’ foresees a rise in synthetic drug production driven by new supply chains and Chinese investment.
  • ‘Techtonic shifts’ analyses how Balkan actors may become players in global cybercrime, exploiting blockchain, AI, and encrypted communication.
  • ‘Rent-a-mob’ explores a future where organized groups offer violence as a service to political and economic elites.
  • ‘Scarcity markets’ investigates how climate stressors may give rise to criminal control of water, energy and rare minerals.
  • ‘Crime is elsewhere’ offers a more optimistic trajectory, where reforms, EU integration, and international partnerships drive crime outside the region.

Можда је то приручник за коначно решење за изакане, исцеђене државе. Претворити их у клијентелистичке мафијашке поседе с којима се споља онда врло лако "послује" без икаквих политичких норми или последица.

Cilj pisanja postaje jasan već na drugoj stranici dokumenta, gde se navode autori i njihove biografije. Britanci i Nemački tink-tank, recimo, ključne reči:

"Frankfurt-based think-and-do-tank specialized in strategic foresight and scenario planning. He is also a senior advisor on geopolitics at Berlin Global Advisors, senior visiting fellow of the German Marshall Fund of the United States, and a certified senior instructor of Globalytica Ltd."

Takođe, scenario eksplicitno istaknut kao najbolji je:

Dakle, EU integracija Balkanskih zemalja naglo gubi privlačnost zbog ponašanja EU tokom rata u Ukrajini, u Gazi, vazalskog odnosa prema Americi, opšteg političkog haosa i napuštanja ciljeva racionalne pro-Evropske politike. Takođe, EU ima sve manje novca da deli budućim članovima, a ekonomske prespektive nisu dobre jer više nemaju ni jeftinu energiju ni sirovine. I još će nadalje morati sami da finansiraju NATO i da trajno vode skupi hibridni rat protiv Rusije. Zbog svega toga su se uplašili da će početi proces koji Balkanske zemlje postepeno vodi ka neutralnosti ili čak ka Kini i Rusiji. A onda je tu i (što se Briselske politike tiče) za njihove susede politički "zarazna" anti EU politika Mađarske i nezadovoljstvo zbog lažiranja izbora u Rumuniji. Dakle sve to predstavlja opasnost za proces dalje političke integracije Balkana u EU, što njima sada postaje dodatno važno zbog početka novog hladnog rata.

Kako onda, u novim uslovima, dodatno podstaći Balkanske zemlje da i dalje teže EU integracijma, kad im to realno više nije u interesu bar dok se stanje u EU ne sredi? Pa, tako što im se sugeriše da će bez integracije u EU postati baza kriminala i kriminalnih nadnacionalnih država. Smatraju da će to tamošnjim narodima biti ubedljivo jer će on raširenu korupciju, zbog takve sugestije, lako da počne posmatrati kao organizovani nadnacionalni kriminal. Moguće dodatno podstaknut od Rusije i Kine koje žele da oslabe južno i istočno krilo EU. Verovatno negde u tekstu postoji baš takva sugestija.

The flag of the Ukrainian Insurgent Army (Ukrainian: Прапор УПА, romanized: Prapor UPA), also known as the red-and-black flag (Ukrainian: Червоно-чорний прапор, romanized: Chervono-chornyi prapor), is a flag previously used by the Ukrainian Insurgent Army (UPA) and the Bandera wing of the Organization of Ukrainian Nationalists (OUN), and now used by various Ukrainian nationalist organizations and parties, including UNA-UNSO, Right Sector, Congress of Ukrainian Nationalists and others.

In Poland, the red-and-black flag is widely associated with the Massacres of Poles in Volhynia and Eastern Galicia, during which between 60,000 and 120,000 Poles were murdered by the UPA. The display of the flag can result in police action as it may be associated with "the public promotion of fascism or another totalitarian system", which is forbidden by Article 256 of the Polish Penal Code.
